Under the International Law, there is no obligation for one country to surrender a criminal to another. That said, countries have entered into treaties to help bring to book the fugitives who flee abroad. Importantly, extradition treaty allows either of the signatory countries to the agreement to handover to the other – the accused who has committed an offense in that other country.
